Fitness-expired crane operated by inexperienced helper

The crane, that crashed a girder on a car killing five of a family in Uttara, was fitness-expired and was being operated by an assistant to the driver during the incident on Monday.

There were several anomalies of Chinese contract firm officials, said the Rapid Action Battalion officials.

The force came up with the information after arresting 10 people for their negligence.

RAB did not take any actions against Bus Rapid Transit Line 3 project officials who were responsible for supervising the safety compliances.

The arrested included China Gezhouba Group procurement officer in Bangladesh Manjurul Islam, safety engineer Zulfikar Ali, crane operator Al-Amin, his assistant Rakib Hossain, crane providing firm Build Trade Engineering Company’s administrative officer Ruhul Amin Mridha, marketing manager Tofazzal Hossian, and others involved in traffic management and control during the construction work.

The elite force did not take any legal actions against any concerned officials of Bus Rapid Transit Line 3 project.

Asked about negligence BRT officials and Dhaka North City Corporation officials, RAB’s media wing director Khandaker Al-Moin said that a probe committee was formed over the incident and their investigating might come up with findings about negligence of responsible officials of different agencies.

At least five people were killed and two others, all from the same family, were injured when a girder from the BRT Line 3 project crashed on a car in Jashim Uddin Avenue area in Uttara on the Dhaka-Mymensingh national highway, one of the busiest roads in the country, on Monday.

The accident took place at the grade section of the project, which is being implemented by the RHD and China Gezhouba Group Company is the contractor for the segment.

Moin said that procurement officer of China Gezhouba Group Manjurul instructed the workers to continue construction work on the public holiday without ensuring safety measures as there was shortage of manpower for safety and traffic management during the incident.

The crane started to move girder from 2:00pm on Monday. The operator Al-Amin moved the first girder and asked his assistant Rakibul to move the second one.

Al-Amin was instructing and Rakibul was operating the crane when the incident took place, said Moin.

Al-Amin does not have license for operating heavy vehicle like crane.

The RAB official said that the crane providing firm officials told them during interrogation that it was over 25 years old and its fitness certificate expired a year ago.

The crane now has capacity of moving 45-50 tonnes of weights while each girder weighed over 60 tonnes, said Moin.

He said that due to holiday, there was shortage of manpower at the construction site and traffic management crews were new and inexperienced in their job.

There were no traffic control lines, signal man who would guide the crane. Besides, the supervisors did not contact Dhaka Metropolitan Police’s traffic division for their support over traffic management, RAB officials added.
