Procession, rally without permission banned in Dhaka

The Dhaka Metropolitan Police on Wednesday banned holding processions and rallies and using public announcement system in the city without its permission.

DMP commissioner Shafiqul Islam, in a press release, warned of legal actions if anyone violates the instruction.

He said that taking permissions is must for holding any social, political and religious gathering and rallies.

He said that the decision was taken on the public safety ground.

The police authorities have noticed that different social, political and religious organisations are announcing rallies and public gatherings without any permission, said the release.

The programmes are causing obstructions to vehicle movements, it added.

It said the constitution permits freedom of assemblies by any registered party or group, it guarantees that every citizen shall have the right to assemble and to participate in public meetings and processions peacefully and without arms, subject to any reasonable restrictions imposed by law in the interests of public order or public health.

According to the DMP ordinance, taking prior permission from the DMP is a must to hold such rallies and to use public announcement system in DMP areas in order to maintain civic amenities of general people and law and order and to control traffic, it said.

Without following this, it is not possible to maintain rules and regulations in processions and security of the people joining in such programmes, said the release.

On the other hand, some parties or groups use the scope to destabilise the law and order by organising rallies illegally, it added.
